However, the emergence of private investigators (effectively replacing police detectives in many contexts), conciliation and mediation services for labour disputes, and arbitration courts stepping in for traditional courts demonstrates a growing acceptance and reliance on private entities for various aspects of investigation and dispute resolution.



Over and above arbitration courts, our own indigenous law, our regulations determining self-defense, and the principles of our law allowing for the protection of third-party life and third-party assets are integral parts of our legal system, allowing for third parties to defend and protect the life and assets of other people. It is under this framework that the
Security Police Agency will operate, as the Security Police Agency is not a security company and will therefore not fall under or be bound by PSIRA regulations. This distinction is crucial to understand. Security companies, while protecting people and assets, face prohibitive factors that prevent them from taking corrective action against transgressions committed against citizens. That responsibility traditionally falls to the SAPS. However, Security Police, recognizing the limitations and failures of the SAPS and the courts to consistently serve the citizens of South Africa, steps in as a fill-in service, empowered by the principles of natural justice and indigenous law to supply corrective actions for the atrocities being committed.
